Attorney Generals Office (regardless whoever currently holds the puppet strings) & the NJ Division of Criminal Justice:
They must have a book for this; "New Jersey Whitewashing for Dummies"
All the cases described in the next page Other Victims, along with the drunk driving case, were filed as a complaint with the Attorney Generals Office along with police reports, witness statements etc. . Also, a criminal complaint I had issued against Gerrow was "investigated" and dismissed. Interestingly, the response letter from DAG Merced even goes so far as to predict the future by saying that nothing in the future would implicate Gerrow either. Neat trick huh? Here is something very interesting. Merced closes the investigation, but I had gotten an email from the original State Invesitgator concurring with what I had told him....so which is it Mr. Merced? It seems your view and the trained investigator's are different:

July 26, 2002: My girlfriend and I inspected their files on this date. Guess what? Not one shred of evidence that ANY investigation was ever been done exists. This also applied to all the complaints I submitted and even ones filed by other victims! This from the highest law enforcement agency and official in the State? Disgusting.

This should also be under OTHER VICTIMS: If you do a web search on "Norcross" and "Rosenberg" and "Gural" you will find several news articles about how Norcross and his behind the throne power base has been used to make or break people, and even brags about making a local lawyer a Superior Court Judge in Burlington County to "get rid of him!" But of course, when the latest victim of his, T. Rosenberg, Esq. felt Norcross's displeasure and when Palmyra Mayor Gural was bribed to get rid of Rosenberg as that towns Solicitor, Gural and Rosenberg informed the Attorney General's Office and Gural, at great personal/ professional risk, wore a wire and recorded hundreds of hours of secretely taped conversations which clearly show the crimes that the AG's office to this day denies exist! All to protect the politically connected! It is beyond just the crimes in my case that have been covered up by Attorney General Harvey, as if that wasn't enough, now it extends even further! Here are my notes on that meeting;
"I met with Sgt. Daniels and the Lt. Lofuk. After about an hour of discussion during which several cases of criminal conduct were discussed, I mentioned James Gerrow's name and his involvement in the Trooper case became topic of discussion. The Lt. made it clear that he felt the NJSP would look foolish investigating Gerrow as Gerrow was prosecuting Troopers? It was clear the meeting was going no further. This made no sense to me as criminal conduct on the part of the Prosecuting agent should have caused them to be more interested. I then asked to at least have the evidence that I had brought validated and a letter of referral to the FBI issued to add the needed credibility. He refused and began stating that my best bet would be a civil suit. I grew angry at this ridiculous brush-off and told him that a civil suit did not help the other victims (Officer Rufo and Shansey) and I named them. I told him the only protection was through criminal prosecution. Neither wanted to see the physical evidence. I left them with the Merced letters, an email from Salvatore confirming his findings, the PC for the Gerrow complaints. I told him that if they didn't want to do their jobs, fine."
Most, if not all of the State agencies that can boast an acronym are staffed not by qualified people, but rather, by political patronage rewards;
State Commission of Investigation (SCI): Not only was this complaint never even opened, it was shut down by the person, who despite hundreds of qualified people, was the one chosen to fill a vacant Judgeship in where? You guessed it, Burlington County! This is called quid pro quo, or you do for me, I do for you! So Excecutive Director Morley, for preventing a much needed investigation, was rewarded with Judgeship, in BURLINGTON COUNTY with a salary far exceeding that which he was making!

If you have been following the Chief Castagna fiasco, you will remember that he too was "convicted" in Burlington County by "Judge" Morley. Take a look at who prevented the invesitgation into the very County wherein he is later rewarded with the Judgeship! It doesn't take a rocket scientist to figure out why he go the job, and we now know that Judges in Burligton are not put there for ability as exemplified in the Norcross/Rosenberg debacle now unfolding. In that, Norcross BRAGS about getting rid of John Harrington (a lawyer), are you ready for this, by MAKING HIM A BURLINGTON COUNTY SUPERIOR COURT JUDGE!
What's worse, they have re-targeted Chief Castagna by charging him with attempted murder of his estranged wife. Thier source? Someone who was in jail doing a year sentence for violating a TRO and who the Burlington County Prosecutor's Office is giving $40,000.00 to! As Castagna's lawyer, Robin Lord says according to a Philadelphia newspaper :
"Robin Lord accused the Burlington County prosecutor's office of paying off a witness in order to frame Philip Castagna, a Plainsboro resident who was formerly the police chief for Bordentown. Castagna is charged with conspiring to kill his estranged wife by trying to burn down her house. "If a defense attorney paid a witness $40,000 to testify for a defendant," Lord is reported as saying, "she and the defendant would both be charged and indicted for witness tampering. So why should the prosecution be able to get away with it?"
The Prosecutors Office portrayed the alleged witness as a "Confidential Informant." There is a major problem. Since everyone knows who he is, he doesn't meet the legal criteria for a C.I., and he worse, he admitted to trying to set fire to Castagna's house because he thought his ex was in the house!!
Office of Governmental Integrity: A joke. They never did any investigation or interviewed one witness.
Advisory Committe on Judicial Conduct: They look into complaints of Judicial misconduct. I placed them in a corner to prove that they are legit and not a puppet show. So far they haven't passed, but they are getting one more chance...

LAW ENFORCEMENT RELATED
FBI: Said they were afraid to go after Gerrow once a court overturned Judge Smithson's decision. Judge Smithson was the one who threw out Gerrow's Grand Jury indictment of the two NJ Troopers because of "prosecutorial misconduct!" I have a copy for viewing if requested.
The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA): When they were preparing to "recertify" Burlington Township, they were told about the police department's failure to follow the County and State guidelines, among other things. Their response was to just ask Burlington Township Police if they did anything wrong and when told no, was satisfied that was enough.
This just in: Lloyd Nippins, now retired from the infamous Burlington Township Police Department, is now the State Chief of Police Chief's Association liason for the Commission on Accreditation for Law Enforcement Agencies, Inc.! No wonder they wouldn't do anything! Yet one more dispicable example of quid pro quo...and how fake the Commission for Accrediation
Westampton FOP Lodge #147: All the board members, all who were favorable to "Chief" Reed were ALL promoted to Sergeant. All who were not, were skipped despite being tremendously more qualified. Is that what anyone wants in a police department? Coincidence or payment? Reminds me of a saying: Type A personalities hire Type A; Type B personalities hire Type C. Westampton best represents this as sadly. And yes, crime stats dramitically rose AFTER the bad cops siezed control.

As a matter of fact, taken directly from their website, look who is President!? And he isn't even a real police officer, he is an appointed member of the Burlington County Prosecutor's Office! He was involved in the kidnapping of Castagna's girlfriend!

I had occasion to speak with former Chief Castagna. During our conversation he mentioned talking to you. It was at that time that I learned that the old City Administration had changed and that you were now Mayor. Phil mentioned that the position for Chief for the police department was going to be an upcoming topic. I mentioned that I had filed internal affairs complaints against a member of the police department in 2002 who is under consideration for that position. I also mentioned that that complaint was buried and I have never heard more about it. I also mentioned that the County Prosecutor's Office knew of the allegations and also remained silent even though they were partly responsible in uncovering the facts that supported the internal affairs complaint. Indeed, criminal complaints remain at the Prosecutor's Office awaiting dispostion. When I told Phil that a TV reporter was beginning to do the legwork on a story about this, he asked that I give you this courtesy email so you would not be blind-sided and that perhaps you would want to find out why nothing was done, and why such an officer could be repeatedly promoted if the facts were known to the current Chief of Police.
I am attaching the IA complaint that was provided, minus the actual documents that were originally submitted. You will find an acknowledgment letter from Lt. Leshner as well as follow letters from me that were never answered. Phil felt that you would want to be aware of this before it becomes public. If you wish to see more or speak further about this, I would agree to make myself available. However, I would suggest that if you are truly interested, that you allow me to provide you with everything first so that when, and I assure you this will occur, you are sidetracked, you will have the real facts at hand. If not, then I wish you well and have fulfilled my obligation to Mr. Castagna.

The Mayor was never heard from again and she promoted Lazarrotti to Chief. Do you think the Officers in that police department feel proud or even safe knowing what corruption exists? And what about the good officers? Do you think they will ever feel safe to "do the right thing" if ever they see more injustice? Especially of "ordered" by Lazarrotti to do otherwise? Officer to Officer, Department to Department, County to County and you have one complete Statewide problem of legal corruption, the worse kind.

MEDIA
Burlington County Times newspaper:
At a time when there is tremendous hubbub about the financial crisis in NJ by Corzine and crew, Burlington County Times news reporter Mike Mathis, after years of he and his Countywide paper refusing to do the most important expose news story involving major State and local corruption, a news story way bigger than the Duke Lacrosse fiasco, is hired by the State of New Jersey!?
Now the reason is even more clear why Calkins Media, the owners of the Burlington County Times, wouldn't force the publication of the corruption. If one local paper can be called upon by the corrupt powers to be to not do such an important expose, what other "rewards" have been distributed or promised?
Perhaps this helps reveal the intertwining of the politics of the media with the political corruption of New Jersey.

He retired as vice president of the Burlington County Times in 1993. To everyone who knew him, Joe Browne was the epitome of class and charm. "He was a firm believer that there was no substitute for a strong community newspaper," Ellis said. "He believed that a newspaper was an essential part of a community."

I can bet that Mr. Brown is now ashamed that the paper he worked so hard for refuses to come to the aid of its namesake community. The BCT does not care about Burlington County. It only lets one reporter do any story on the Burlington County Proscutor's Office, and he is so elated to be able to think that the Prosecutors at the County level actually like him, that he simply will not do anything negative against them. All you have to do is watch him in action as he polishes his glasses and shines his pocket pens as he greets them. Of course, it doesn't matter that he is simply being used to be the mouthpiece for the BCPO. If they say it, it must be so and facts and journalism intergrity be damned! Boycott the BCT until they recognize the readers are more important than who they know.
